Three-year-olds can understand things, but they're not always able to verbalize feelings, especially when they're angry. The good news is they can understand, so if you talk to the child and tell him that biting is not right, that if he's mad, he needs to say, "I'm mad," and that it's all right to say things like that.
Stopping the biting is probably important, so you might need to be adamant in telling him to stop that. Show your feelings about how the biting hurts you: anger, hurt, ouch. And talk to him like he's a human being, not a baby that you think ought to know better.
Remember, we do tend to hurt the ones we love, take them for granted, etc., so along with the time-outs, try heart-to-heart discussion.
